Instead of travelling to separate offices for your tax number, Social Security, civil registration, and immigration matters, you can handle many of these in one visit.

The concept launched in 1999 in Lisbon and Porto and has since expanded across the country. There's one in Faro that's particularly relevant for anyone relocating to the Algarve.

What Services Are Available at a Loja do Cidadão?

What's the Difference Between a Loja do Cidadão and an Espaço Cidadão?

This confuses a lot of people. They're related but different.

A Loja do Cidadão is a large, dedicated building with multiple separate counters staffed by actual employees of each government entity. You take a ticket, wait for your number, and are served at the relevant counter. Think of it as a government services mall. There are relatively few of these across the country (the major ones are in Lisbon, Porto, Faro, Aveiro, Braga, Coimbra, Setúbal, Viseu, and a few others).

An Espaço Cidadão is a smaller, usually single-desk service point where an assistant helps you complete government tasks that can be done digitally. These are found in Lojas do Cidadão but also in municipal buildings (câmaras municipais), parish councils (juntas de freguesia), and libraries across the country. There are more than 900 of them nationwide, according to gov.pt. An assistant walks you through the online process step by step.

The key difference: at a Loja do Cidadão, you're being served by staff from each specific entity (tax office staff, Social Security staff, etc.). At an Espaço Cidadão, a generalist assistant helps you access online services yourself. Some things can only be done at the full Loja counters.

Espaço Cidadão services are generally provided without an appointment (walk-in), according to gov.pt. The Citizen Line (Linha Cidadão) can answer questions: 210 489 010 or 300 003 990, weekdays 9:00 to 18:00.

Do You Need an Appointment at the Loja do Cidadão?

This depends on what you're going there for. According to gov.pt:

With or without appointment. Most counters at the Loja do Cidadão accept both. You can schedule an appointment in advance for a specific time, or you can simply walk in, take a ticket, and wait. However, waiting times without an appointment can be long, especially during peak hours or for popular services like the IRN (citizen card/passport) or Finanças (tax).

Some services require appointments. Immigration services (AIMA/former SEF) and certain IRN services (like residence permit renewals) typically require pre-booked appointments. These are not available on a walk-in basis.

The strong recommendation is to book in advance. Even for services that technically accept walk-ins, scheduling an appointment saves significant time and frustration.

How to Schedule an Appointment

There are three main ways to book:

1. The SIGA online platform Go to siga.marcacaodeatendimento.pt. Select the type of service you need, choose your district and municipality, pick the specific location, select the service matter, choose an available date and time, fill in your personal details, and confirm. You'll receive email and SMS confirmation. You have 15 minutes to confirm via email after submitting.

2. The SigaApp Download the SigaApp (available for Android, iOS, and Huawei). It offers the same scheduling functionality as the web portal, plus you can take digital queue tickets for walk-in visits.

3. By telephone Call the Linha Cidadão on 210 489 010 or 300 003 990 (weekdays, 9:00 to 18:00). For Citizen Card and passport services specifically, you can also call 210 990 111.

When booking through SIGA, you'll need a valid email address and a mobile phone number. For some services, you may need your Cartão de Cidadão or identification document number.

The Faro Loja do Cidadão: What Algarve Residents Need to Know

For anyone living in the Algarve, the Faro Loja do Cidadão is the main hub. Here are the practical details:

Address: Largo Doutor Francisco Sá Carneiro, Edifício do Mercado Municipal de Faro, Piso 1, 8000-151 Faro (it's on the first floor of the Faro Municipal Market building).

General opening hours: Weekdays 08:30 to 19:30. Saturdays 08:30 to 14:00. Closed on national holidays and on the Faro municipal holiday (7 September).

Important: individual counters have different hours. Not everything operates on the general schedule:

  • IRN civil registration, vehicle registration, and certificates: weekdays only, closed Saturdays

  • AIMA (immigration): weekdays 08:30 to 17:00, closed Saturdays

  • IMPIC: weekdays 10:00 to 16:00, closed Saturdays (note: the gov.pt page for this counter recently showed it as temporarily closed; check before visiting)

  • Câmara Municipal de Faro: weekdays 09:00 to 17:00

Priority access is available for people with disabilities, reduced mobility, and those over 65. A dedicated counter serves priority users; bring documentation of your eligibility.

Practical Tips for Expats

Bring everything. Portuguese bureaucracy does not forgive missing documents. Whatever you think you might need, bring it. Passport, NIF letter, proof of address, Social Security number, any previous correspondence. Bring originals and copies.

Go early. If you're visiting without an appointment, arriving when the doors open (08:30) gives you the best chance of short waits.

Be prepared for Portuguese. While some staff at the Faro Loja do Cidadão speak English (particularly at the AIMA immigration counter), don't count on it for every service. If your Portuguese is limited, bring someone who can help translate, or at minimum have a translation app ready.

Check which counter you need before you go. Not all services are available at all counters, and taking the wrong ticket wastes everyone's time. The gov.pt service locations page lists every counter at each location.

Keep your appointment confirmation. If you've booked through SIGA, save the confirmation email and/or screenshot. Some locations use the appointment code at the ticket dispenser.

One ticket per service. Each person needs their own ticket, and you need a separate ticket for each different service. If you're handling both a tax matter and a Social Security query, that's two tickets and two waits.

The 30-minute rule. If you're taking digital queue tickets remotely (via the app or website) and want more than one sent to the same phone number or email, you must wait 30 minutes between requests. This is a system rule, not a suggestion.

What About Other Locations in the Algarve?

The Faro Loja do Cidadão is the only full-scale Loja in the Algarve. However, there are Espaços Cidadão in many other Algarve towns, typically located within the local Câmara Municipal or Junta de Freguesia. These can help with digital services (activating Chave Móvel Digital, requesting criminal record certificates, renewing driving licences, accessing Social Security and tax portals, etc.) but don't have the staffed counters of the full Loja.
